“Four Cuts” was first used against the Karen in the 1960s and was also rolled out in Rakhine in 2017.

Myanmar’s army, also known as the Tatmadaw, appears to have returned to its “four-cut” strategy in an attempt to remove resistance from its government, after taking power from the elected government in a coup. been on February 1st.

But what are the “four cuts”?

According to Naw Htoo Htoo of the Karen Human Rights Group, the Tatmadaw began using “four cuts” in the 1960s in an attempt to stifle armed resistance in areas under the control of the Karen Human Rights Group. Karen National Union (KNU), an ethnic armed organization in Myanmar.

“They were addressed to all the people and peoples who believed they would have ties to the KNU,” he said. “They fired indiscriminately at Karen’s villages, destroyed all food and aid they believed was intended to support the KNU … restricted medical aid to areas affected by the conflict, arrested people suspected of providing help and food and arrested his relatives … He also used widespread sexual violence and forcibly relocated entire communities. “

The Tatmadaw has also used four cuts in Kachin state, where the ceasefire between the Tatmadaw and the Kachin Independence Organization collapsed in 2011 and more than 100,000 people fled their homes amid renewed fighting, as well as in Rakhine state, where fighting took place between the Tatmadaw and The Arakan Army displaced 230,000 people between 2018 and 2020.

In August 2017, after a group was named Arakan Rohingya Salvation Army (ARSA) launched coordinated attacks on police outposts in northern Rakhine state, the Tatmadaw carried out so-called “clean-up operations” on the entire Rohingya population of the northern municipalities of the state.

Mass fires, rape and massacre sent hundreds of thousands fleeing the border to Bangladesh, and Myanmar is now the subject of allegations of genocide in the International Court of Justice.

Many ethnic minority people hoped that the government of Aung San Suu Kyi, who held power from 2016 until the coup, would hold the Tatmadaw responsible for its violence in ethnic minority areas.

But she and her party, the National League for Democracy, have repeatedly supported Tatmadaw’s attacks on ethnic areas and blocked international humanitarian access to displaced people; Aung San Suu Kyi also defended Myanmar against the genocide charges in The Hague in 2019.

“The government of the National League for Democracy could not prevent or denounce [four cuts] even though he had the opportunity, ”Naw Htoo Htoo said.
